Leveraging Research and Innovation into HRSD’s Nansemond SWIFT Facility Procurement
During the Design-Build procurement process of Nansemond SWIFT, significant research outcomes altered the requirements of the treatment process design. This required proposing teams to adjust hydraulics, alter the site layout, update their technical proposal quickly, and plan for future research impacts. The panel members will discuss the ability to utilize ongoing, internal research results to collaborate with proposers and facilitate significant scope changes during procurement from the perspective of the owner, researcher, designer, and contactor.
Attendees will understand the benefits of collaboratively engaging with design-build proposers during a proprietary procurement process.
Attendees will see an example of how to mitigate impacts when pilot testing does not align with desired milestones in a project’s schedule and a favorable outcome is still obtained.
Attendees will hear from multiple perspectives on how to achieve project goals when new technical requirements are introduced.

Lauren is HRSD’s Director of Design & Construction for SWIFT and a licensed professional engineer. She is responsible for $3 Billion of infrastructure projects to implement HRSD’s water reuse and managed aquifer recharge program. Lauren has a bachelor’s from Villanova, a Master’s from Virginia Tech, and 18 years of experience.

Tetra Tech
Tracy is a Vice President at Tetra Tech and a Design Build Associate Professional. She has 28 years of experience in the design and management of water reclamation projects. Tracy has a Bachelor’s degree from the University of Florida and Master’s degree from the University of Central Florida, both in Environmental Engineering.
Matt McKinnon

Garney Construction
Matt McKinnon is an Area Manager for Garney Construction responsible for overseeing Garney’s plant construction projects in the Mid-Atlantic. Matt has 17 years of experience in constructing water and wastewater treatment facilities, intake structures, pump stations, and storage tanks.
