From California and Colorado to Florida and beyond, new regulations and policies are creating new opportunities to expand water recycling. While each state follows a unique local path, good stakeholder engagement, strategic outreach and education, and the leveraging of scientific research have been universal. Our panel of utility leaders, regulators, and advocates will discuss the drivers for developing rules for new reuse applications, lessons learned, keys to success, and the outlook for individual states.

David Sloan is a senior treatment technologist and Associate with Freese and Nichols, Inc. in Austin. He has 40 years’ experience in the field of water and wastewater treatment and over 25 years’ experience in water reuse. David’s experience includes evaluation, planning and design of potable and non-potable reuse facilities, including CRWMD’s Raw Water Production Facility in Big Spring. David is a board-certified environmental engineer, and served as the President for WateReuse Texas from 2022-2024.

Robert manages Dewberry’s Florida water practice. He has worked on integrated water projects in Florida for 29 years and his experience includes serving as the Southwest Florida Water Management District (SWFWMD) Executive Director. He has worked on water policy/projects that helped form key elements of Florida’s current water laws.

Tricia Kilgore is the Director of Technology and Innovation at Beaufort-Jasper Water & Sewer Authority in South Carolina. She has over 20 years of water experience as a regulator, consultant, and the utility side in engineering, operations, asset management, and GIS. Tricia was the first president of WateReuse South Carolina.
John Rehring

Carollo Engineers
John Rehring is a Vice President and Senior Client Services Manager with Carollo in Denver. He recently led innovative stormwater reuse studies and two direct potable reuse demonstration projects. He was honored with the WateReuse Association’s Advocacy Achievement Award and serves on the Board of Directors of the WateReuse Association.

Water Reuse Practice Leader
Troy is the Water Reuse Practice Leader for Hazen and Sawyer. He has 30 years of experience in the planning, design and operations of advanced water treatment system for potable reuse. Beginning his career in his native Australia he has been located for 10 years in Tempe, Arizona.
