In her former role, she managed the award-winning One Water LA Program for the City of L.A. Grounded in holistic, collaborative approaches, Lenise has helped organizations achieve multi-benefit projects and policies that advance water reliability, equity, and resilience.

Senior Account Manager and Strategic Engagement Lead
The Water Research Foundation (WRF)
Julie Minton serves as a Senior Account Manager and Strategic Engagement lead at The Water Research Foundation (WRF). Since her start there 16 years ago, Julie has worked in different roles including Director of Strategic Initiatives, Research Director, and Project Management. In late 2024, she moved from the Research Department to Subscriber Services where she serves utilities in the mid-Atlantic, NJ, and FL, facilitating research transfer and utility engagement. Julie has served as the Project Director for three grants from the California State Water Board totaling over $6M. The third grant is underway through 2030 to advance water reuse in CA and across the nation.

Jessica Metcalf, ENV SP, is a water resources and environmental engineer who works for The Water Research Foundation (WRF) as a Research Manager, where she helps drive pioneering research in sustainable water management. She leads and supports efforts focused on collection-system integrity and water quality impacts, water reuse, and water resources building on her Master of Science in Water Resources and Environmental Engineering from Villanova University. Dedicated to advancing the water sector through innovative, science-based solutions, Jessica brings strong technical and project-management expertise to support meaningful industry progress.

Krystal Perez, PE, is the National Practice Leader for Industrial Water at Brown and Caldwell. Krystal leads strategy and solution development to support industrial clients. She brings over two decades of experience helping facilities advance water reuse, treatment, and compliance strategies. A professional chemical engineer, Krystal specializes in water chemistry, physical/chemical treatment technologies, reuse, and brine management. Her interest centers on advancing practical, high-impact water solutions.
