Pinellas County’s Reuse Expansion Unlocking the Potential of Underground Injection
Pinellas County is implementing a project to increase dry season reuse supply with Aquifer Storage and Recovery (ASR) and Managed Aquifer Recharge (MAR) using excess stormwater captured in Lake Tarpon prior to discharging to upper Tampa Bay. As a system, this cost-effective underground injection project will provide multiple benefits including reuse system sustainability, aquifer salinity barrier, improved aquifer water levels and water quality, and reduced nutrient loading into upper Tampa Bay.
Underground injection has untapped potential to maximize reuse and provide many other sustainable environmental benefits. Creating impactful solutions using this technology requires an understanding of the local and regional hydrogeology and the regulations that govern underground injection, which can be complex and at times open to differing interpretations. Applying this knowledge to Florida’s water resource management issues, cost effect solutions can be created using underground injection. An examination of this technology, the associated regulations, and how this technology can be used to maximize reuse is the learning objective of this presentation.

Mr. Larkin is a Vice President at ASRus, LLC and licensed professional geologist in the state of Florida. He has 25 years of experience in the permitting, design, construction, testing, and operation of injection wells including Class I and Class V well projects using various water sources.
Dave Adams
Pinellas County Utilities
Mr. Adams has a BS degree in Geology from the USF. In his current position, he is working on an exploratory well, the permitting of an existing ASR and an aquifer recharge well, managing the Cross Bar Ranch property and the Risk and Resiliency Assessment of the County Water System.
